The room isn't strictly occupied. Dick has just been scouting out the best ones, the corners, the high places. Not that it seems a defensible position will do much. There's not been any violence amongst the Travellers, the shock and anxiety is maybe holding it off as everyone focuses either on settling in or escaping.
