To her credit, Harrow doesn't call Gideon off. She may look disapproving, but she isn't actually ordering her to back down—and she's not sure Gideon would respond, if she did. Technically she's supposed to, but Gideon never read the manual on cavaliering.

Which is also sort of Harrow's fault, so.
